Answers to the most frequently asked questions about the role, competences and processes of KPCVA.
The formalization of property rights is the process through which property rights over immovable property are reviewed and legally recognized by the KPCVA’s Property Claims Commission (PCC). It applies to property transferred informally before 24 March 1999, either because of discriminatory legislation or because the documents required for registration in the cadastre were missing.
The property comparison and verification process involves comparing and verifying, through the KPCVA’s Property Verification and Adjudication Commission (PVAC), the original cadastral documents from before June 1999 — which were taken from Kosovo by Serbian authorities — against the current cadastral documents in the Republic of Kosovo. The aim is to identify and resolve gaps and discrepancies relating to private property, private commercial property and the property of religious communities.
Claims for the formalization of property rights are decided by the Property Claims Commission (PCC), an independent body of the KPCVA. The KPCVA is responsible for preparing the claim for review and adjudication by the Commission, in accordance with the legislation in force.
